THE STARBURST GUIDE TO FIREWORKS SAFETY

RESPONSIBILITY
Yes, it’s a yucky scary word but we all have to abide by it at some stage in our lives, so if you are in charge of events than pay attention!

Depending on the scale of your display, be it public or private you should consider the following:

As good practice you should inform the Fire Brigade, Jersey Coastguard, Police, the Connetable in the Parish you are shooting your display and nearby neighbours, farmers and anyone else that may need your attention such as animal owners.  Keep pets indoors.

You are currently entitled to use fireworks all year around, but outside of the season we do ask that you follow the guidelines given above and, whilst not illegal to do fireworks all year, lets all just try and live and work together, eh?  Fire extinguishers, sand and water should be made available on site.  Marshals and a trained risk assessor may be required for a public event and we can point you in the right direction for these wonderful people.

LEGAL FIRING TIMES

THE DISPLAY SITE
Allow as much room as possible with no overhead obstructions and stay clear of buildings. You should break the site into 3 distinct areas. These are the safety zone, the firework zone and the drop zone. Remember the recommended safety distances. If you use Display fireworks you need at least 25metres between yourself and the nearest firework or if using Garden fireworks, 5 metres. This is the safety zone. The firework zone can be as deep as you want it to be depending on the amount of fireworks you have laid out. The drop zone should in theory be away from the audience and clear of people and property that fireworks fallout may land onto. Fireworks debris normally consists of paper, felt/clay/cardboard bungs, rocket sticks and plastic caps.


SUGGESTED ORDER OF FIRING
This is obviously dependant on your budget and the type of fireworks you have purchased and nothing is set in stone. I always like to open a show with a bang! Use a firework that will be just as memorable as the big nuclear arsenal we always keep for the end; it works and really grabs the attention! The key is to keep your display moving so that visual impact isn’t lost. Alternatively some people like to shoot a firework and then discuss it, and why not they are your fireworks after all. Just enjoy!


HOW TO LIGHT A FIREWORK
Always, always, always read the label, preferably before you go out to set up. You should keep your fireworks in a sealed container away from the Firing zone and only take out as required. Keep the number of people firing to a minimum and always wear head protection, goggles, gloves and ear protection. Avoid loose or unbuttoned clothing which should be of a non-inflammable material. When unpacking fireworks keep them away from naked flame and inflammable material. Do not smoke when handling or lighting fireworks. Always light fireworks at arms length with a portfire and never lean over a firework to light it – ever! Never go back to a firework once lit. Read the fireworks code supplied with every order.


ROCKETS
Should be launched from a proper rocket launcher tube slightly angled away from spectators and obstructions. Make sure the rocket launcher is secure and cannot fall over and that the
rocket is free to rise.


ROMAN CANDLES, CAKES (BARRAGES) FOUNTAINS AND MINES
Insert into soft ground or secure to a stake which is firmly secured into the ground. Make sure the firework cannot fall over, and that no overhanging trees or cables obstruct the path of the firework.


CATHERINE WHEELS AND SET-PIECES
These should be fixed to a frame or post. Remember they will cascade the sparks onto the ground.


SHOOTERS (THE PERSON(S) FIRING THE SHOW)
Shooters must be 18 years old or over and should be familiar of the fireworks that they are to use, and the sequence in which they intend to fire the show. Run through the firing sequence prior to the event.


SPECTATORS
It is important to ensure the crowd is safely managed, roped off and marshaled. Ensure the area is large enough for the numbers of people expected. Overcrowding can be dangerous. If it is a big event consider a loud hailer or PA.


BONFIRE BUILDING
Bonfires are always to be supervised. They should be down wind of the firing area. Do not use inflammables to start a fire, and under no circumstances should you throw used fireworks onto a fire. Consult the States of Jersey Fire Rescue Service for further information.


AFTER YOUR DISPLAY
Responsibility doesn’t stop with the last firework. Carefully check the site for fireworks that have failed to ignite. Carefully submerge them into a bucket of water for 24 hours after leaving stand 30minutes after lighting them. Check the site for steel sparkler wire which is a hazard to cattle bending down to eat grass. Clear away as much fallout debris as possible. Again walk the site at first light.


ADVICE FOR PET OWNERS
Fireworks can cause distress to animals and we recommend that pet owners living near to or at event venues take the following precautions:

CATS

    •    Keep your cat indoors.
    •    Close all windows and curtains and switch on music or the television to drown out the noise.
    •    Leave your cat to take refuge in a corner if it wishes. Do not try to tempt it out as this could                          cause more stress.

DOGS

    •    Exercise your dog during the day.
    •    Never walk your dog while fireworks are being let off.
    •    As with cats, keep your dog indoors, close the curtains and play music or turn on the television to               drown out the noise.
    •    Let your dog hide if it wants to take refuge under furniture or in a corner.

If you have a dog or cat that is particularly prone to becoming distressed, seek the advice of your vet.
 

SMALL ANIMALS
Small animals - such as rabbits and guinea pigs - living outside should not be forgotten. They can also become very stressed from loud noise.
Bring small animals indoors or into an outhouse or garden shed to give them extra protection.


HORSES
Horses often bolt from firework noise and become injured. Always make sure horses, ponies and donkeys are stabled while fireworks are being let off. Make sure fireworks are not in view by closing the stable door. Playing music during the displays can also help to calm horses and reduce the affects of sudden noise.
